Board of Directors, Port of Varna EAD 

 

Chairman of the Board of directors

Yavor Dimitrov

Yavor Dimitrov was appointed by Protocol PD51-25.03.2026 of the Minister of Transport and Communications as a member of the Board of Directors of "Port of Varna" EAD, subsequently elected as Chairman.

Mr. Dimitrov holds a Master of Business Administration degree and a Master of Business Administration degree from the City University of Seattle. He has many years of management experience as a regional director in a number of international companies. He was also a member of the Management Board of the Bulgarian Maritime Qualification Center EAD.

Ivaylo Gavrailov

Since 2022, Ivaylo Gavrailov has been at the helm of the management of 'Port Varna' EAD. At this point, following a competitive procedure with contract No. VD-47 dated 01.10.2025, the Minister of Transport and Communications assigned the management of 'Port Varna' EAD to Ivaylo Gavrailov for a second time, as a representative of the state. On 02.10.2025, the Board of Directors of 'Port Varna' EAD assigned him the management of the company, as an executive member /executive director/.

Eng. Ivaylo Gavrailov holds a master's degree in "Fleet and Port Operations" and additional specialization in port management from APEC - Belgium.

He started working at Port Varna EAD in 1995 and after 2000, he accumulated years of experience in the management of private and state enterprises in various leadership positions in maritime transport and industry, including over 15 years as the Executive Director of "Port Lesport" AD / with a capital of BGN 15 million /, "Bulgarian Maritime Qualification Center" AD / with a capital of BGN 32.9 million /, and "Port Varna" EAD / with a capital of BGN 8.5 million /.

Anatoli Chaushev

Anatoly Chaushev was appointed by Protocol PD59-01.04.2026 of the Minister of Transport and Communications as a member of the Board of Directors of "Port of Varna" EAD, subsequently elected as Deputy Chairman.

Lyubomir Dobrev

Lyubomir Dobrev was appointed after a competitive procedure for the selection of a member of the Board of Directors of Port Varna EAD - representing the state, conducted by the Ministry of Transport and Communications. 

Lyubomir Dobrev is an engineer with long-standing experience in port operations and transport process management. He graduated from the Technical University of Varna with a degree in “Fleet and Port Operations,” where he later earned a Master’s degree in Industrial Management. In 2016, he achieved the status of a doctoral candidate at the same university, focusing on improving the efficiency of port processes. His professional path at Port Varna JSC spans over 20 years, during which he has held a number of managerial positions, including: Director of Terminals “East” and “West”, Director of the “Operations” Division, and other key roles related to the operational management and development of port activities.

Kiril Karagyozov

Kiril Karagyozov was appointed after a competitive procedure for the selection of a member of the Board of Directors of Port Varna EAD - representing the state, conducted by the Ministry of Transport and Communications. 

Kiril Karagyozov holds a master's degree in "Navigation" with a qualification of "Engineer-Navigator" and has extensive expert experience in the operational activities of Port Varna EAD in the position of "Production Organizer."

Ivayla Lavrishina

The members of the Board of Directors are appointed following competitive procedures announced by the Ministry of Transport and Communications and the "Agency for Public Enterprises and Control."

The remuneration of the members of the Board of Directors is determined in the Management Agreements of "Port of Varna" JSC, in accordance with Article 56 of the Public Procurement Act and is disclosed in the published annual reports of the company.
